Esna Mihail

Esna Mihail is an associate attorney who advises clients on a wide range of matters involving government contracts, employment, intellectual property, and other corporate issues. Her government contracts practice includes bid protests, contract formation and interpretation, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) compliance, and risk mitigation.

Before joining Effectus, Esna developed acquisition guidance and training for federal agencies on cutting-edge acquisition topics such as AI integration, cybersecurity, and supply chain management. Earlier in her career, she led European Union-funded procurement efforts in Romania, managing complex construction and service contracts and serving as a liaison to European Commission oversight bodies.

At The George Washington University Law School, Esna served as Senior Notes Editor of the Public Contract Law Journal, which is published by the Section of Public Contract Law of the American Bar Association.
