Everett Dougherty

Everett Dougherty, Senior Associate with Effectus PLLC, is an experienced attorney dedicated to providing exceptional legal services to clients facing complex legal issues. With experience in government contracts, employment law, contract disputes, and litigation, as well as creation and management of nonprofit organizations, handling False Claims Act matters, Qui Tam/whistleblower cases, and business formation/structuring, Mr. Dougherty can speak to and represent clients facing all manner of business law concerns.

Graduating from American University Washington College of Law, Mr. Dougherty has represented clients in bid protests at the Government Accountability Office (GAO) and the U.S. Court of Federal Claims (CoFC). He has successfully represented clients in financial disputes against the government in the CoFC and has also litigated for clients in state and federal courts.

In addition to his legal practice, Mr. Dougherty has performed pro-bono work establishing non-profit organizations that assist U.S. veterans. Mr. Dougherty is also Co-Chair of the Virginia State Bar Young Lawyers Conference Annual Meeting Athletics Committee, demonstrating his dedication to leadership and community involvement. In June of 2022, Mr. Dougherty was recognized by the Virginia State Bar alongside his co-chair for his significant service, receiving an award for his work adapting an athletic event to a virtual platform during the height of the COVID pandemic.

Admitted to the bars of the Commonwealth of Virginia, the District Court for the Eastern District of Virginia, the U.S. Court of Federal Claims, and the U.S. Court of Appeals for the Fourth Circuit, Mr. Dougherty is located Virginia Beach and is available to provide personalized legal advice and representation to individuals and businesses facing local, state, and national legal challenges.
